Sets the Young's modulus and Poisson's ratio for U3Si5UN fuel using values from the IFR Handbook

## Description

The U3Si5UN fuel is modeled in Bison as U3Si5UNElasticityTensor with constant isotropic elasticity constants as given in IFR Property Evaluation Working Group (1988). (1) Both the Young's Modulus and the Poisson's ratio are held constant for the full operating temperature range of the material.

## Input Parameters
